Integrated Management System: Running ISO 9001, 14001 and 45001 Under One Roof

The gains and pitfalls of an integrated system that reduces the burden of documents, internal audits and audits.

The ISO 9001 (quality), ISO 14001 (environment) and ISO 45001 (occupational health and safety) standards share a common high-level structure (the Harmonized Structure). Clause headings 4 to 10 are the same: context of the organisation, leadership, planning, support, operation, performance evaluation and improvement. This commonality makes it possible to build all three as a single management system.

Benefits of integration

  • Fewer documents: The quality manual, policy, document and record control, internal audit and corrective action procedures are written once.
  • One internal audit and management review: One programme instead of three; employees are questioned once in an audit period.
  • Shorter certification time: Because certification bodies audit common processes only once in an integrated audit, total audit time and fees fall.
  • Less confusion: Employees work with one system; top management decides with one report.

Pitfalls of integration

  • The "merge everything" excess: The specific requirements of each standard (legal requirements, hazard identification, environmental aspects) must stay clearly separate. If mixed, findings arise at audit.
  • Piling up on one person: If the manager of the integrated system does not take input from environmental and OHS specialists, the system loses technical depth.
  • Insufficient resources: Loading three standards onto one team leads to burnout of the quality unit.

How to start

Most businesses first set up ISO 9001 and then add 14001 and 45001. Going in this order both balances the budget and does not exhaust employees. Setting up all three at the same time suits large and mature organisations, but a single project manager and a clear division of roles are essential.

An example in numbers

In the Ağaçlı Logistics project the three standards were set up in an integrated way: the number of documents was about 35 per cent lower than for separate set-ups and the certification fee about 25 per cent lower. With a gap analysis we can determine the right path for your business together.

A checklist for integration

Are a single policy and set of objectives ready? Is there a single document and record control procedure? Does the internal audit programme cover the three standards together? Does the management review handle the inputs of the three standards in one meeting? Is the legal requirements register separate and traceable? If you can answer "yes" to these five questions your integrated system is mature.

Communicating with the certification body

In the application for an integrated audit it must be stated clearly that the three standards are to be audited together. Because the body will audit common processes once, the man-day reduction should appear in writing in the quote.
